Do Side Holes Need to be Drilled to Install Dexter Zinc-Plated Brake Actuator

Question:
my Holes for mounting are on the top, do i drill the hitch or frame because your mounting holes are different. I took the old one off and there are no other holes in frame

Yes, to install the Dexter Zinc-Plated Brake Actuator # 099-175-20 you will need to drill holes that will line up with the mounting holes on the actuator.
