How much weight can it handle? Can I safely use it with a 14K ball mount?

Hitch pins and hitch pin locks like the part # C23519 that you referenced don't actually bear any weight when used with a ball mount so they don't have weight capacities. The downward force of the tongue weight of the trailer is so great that the ball mount is pinned into the hitch so hard that none of the weight is put on the hitch pin.
It would work just fine with a 14k capacity ball mount.
