I went to the warehouse to pull the RoadMaster Coupler Pin for Car-Mounted Tow Bars # RM-910032 referenced in your question and I took a couple of measurements to get the dimensions you are looking for.

The length of the coupler pin is right at 3 inches. The diameter of the pin is just under 1/4 inches, 0.242 inches to be exact. I have attached an image with these dimensions labeled for you to look at.
