I did a little research and as long as the body that is on the cutaway version of your 2008 Chevy Express 3500 Van is no lower than the rear bumper would be on standard models you can use any of the same trailer hitches. One of the most popular options and what I recommend is # 13040.
This hitch has a 1,000 lb tongue weight capacity and a 10,000 lb total trailer weight capacity.
