Yes, it is possible to add brakes Timren Axel-Less Trailer Suspension System.
The Timbren Axle-Less Trailer Suspension System - 4" Lift Spindle w/Flange - Off-Road Tires - 2.2K, # ASR1THDS03, that you were looking at has the brake flange mounted, so it is ready to add brake assembly and hubs to.
I'd recommend getting the Electric Trailer Brake Kit - Self-Adjusting - 10" - Left and Right Hand Assemblies - 3,500 lbs # AKEBRK-35-SA . You would then pair these with the Trailer Hub and Drum Assembly - 3,500-lb E-Z Lube Axles - 10" Diameter - 5 on 4-1/2 # AKHD-545-35-EZ-K
You will also want 12 Gauge wire to connect the brakes to the trailer connector and ground, # 12-2-1. I'd suggest using a 7-way trailer plug with Junction Box like # HS381-9000, to make the wiring easy and protected.
