Curt trailer hitch # 13590 is designed to fit 1997 to 2003 full size Dodge vans with the factory step bumper. Your 1-ton van is a full size model so as long as it has the factory step bumper the hitch will fit.
If it has the standard bumper and not a step bumper then the Curt hitch you would need is # C13041.
For either hitch I recommend etrailer ball mount kit # EBMK2216. It comes with a ball mount with a 1 inch rise or 2 inch drop, 2 balls, and hitch pin with clip, and a storage bag. And for trailer wiring you can use # C59236 to add a 4-Way flat connector to the rear of the vehicle.
