i would like to know the location of the factory brake control harness on a 2016 Ford Explorer platinum Thanks.

On a 2016 Ford Explorer the brake controller port is located by the steering column near the steering wheel.
Brake controller wiring harness # 3035-P is indeed the correct part for your 2016 Ford Explorer with the factory 7-Way trailer connector and a Tekonsha brake controller such as the P3 # 90195.
The port should be located above your left knee (as you're seated in the driver's seat). It may be necessary, according to my technical contact at Tekonsha, to remove a black plastic appearance panel on the dash to get access to the controller port.
