the specs say weld on...can these also be drilled and sheet metal screw attached/mounted. Does tis fender also come in smooth aluminum?

The Jeep-Style, Single-Axle Trailer Fender, # HP76VR, can be bolted on to a trailer but you would have to make sure it is secure to the trailer, will not rub the wheels, and is centered. The biggest issue is to make sure it is secure. It will require drilling into both the fender and the trailer as you are aware. It would be best for this fender to be welded on. With an aluminum trailer and steel fender, this will not be feasible, so it would be better to find the best match fender for your trailer.
The only aluminum fender we have for 15 inch wheels is the Aluminum Tread Plate, Jeep-Style, Single-Axle Trailer Fender, # HP96VR, but it is not smooth.
The remaining option is a plastic fender like # F008595. The benefit with a plastic fender is corrosion resistance and scratches are virtually invisible.
