Would like to know if the Dexter 23-468 and 23-469 brake assemblies will fit on my Lippert B21-3822 axle,

I couldn't find any specifics on the Lippert axle you have, but it's pretty easy to know if the # AKEBRK-35R-SA and # AKEBRK-35L-SA would work as a replacement.
Measure the brake assemblies you have. If they are 10 inches in diameter and attach with 4 bolts to your axle then the two assemblies you referenced would fit as replacements.
