The Kenda 4.80/4.00-8 Bias Trailer Tire with 8 Inch White Wheel, # AM30040, is highway rated. Trailer tires have a speed rating of 65 mph.

Trailer tires are designed for carrying a maximum load at all times, so to do that they are reinforced in the sidewall. With the sidewall being reinforced, that causes the heat to build up more quickly at lower speeds with a load on the tires, so you will not want to run a trailer tire at higher speeds than the 65 mph speed limit.
