Falcon 2 Tow Bar Arm Rebuild White Spacer Location

I purchased a kit to rebuild the locking pins on my Falcon 2, had to take it apart to replace the locking pins, now having trouble getting the two arms back together the right way. I thought it was done correctly but the arms will not fold over into the storage position. Do you know how the white spacers should be positioned when trying to put the arms back together?

I attached a couple picture that show where the white spacer should be on your Falcon 2 part # RM-520 when using the rebuild kit # RM-910003-60.
Looks like the white spacer goes on the very bottom.
