what does retracted height mean? is that the distance between the bracket and the ground when the jack is retracted?

The retractable height of a jack like the Bulldog A-Frame Jack, part # BD175000, is the distance from the bottom of the inner jack leg when fully retracted to the mounting bracket. The measurement is taken with no bottom bracket or wheel installed.
The BD175000 has a retracted measurement of 12-1/4 inches and has a capacity of 5,000 lbs.
