The plug for a brake controller will only be present/functional if your 2003 Dodge Dakota came with a factory installed 7-Way trailer connector. The factory plug is located underneath the dash, to the left of the steering column, taped to another harness near the emergency brake pedal.
Sometimes the connector will be tucked up with other wires, taped up so it isn't easily visible, or it could be behind the driver's side kick panel.
For a Tekonsha brake controller such as # 90885 use wiring harness # 3020-P.
