If i install the Curt brake controller with the harness. Does the truck need to get flashed at the dealer yet?

The Curt Plug-In Wiring Adapter # C51453 that you referenced would be the correct harness for your 2013 Dodge Ram 1500 and would work with the Curt Brake Controller # C24VV.
When installed correctly there should be no fault codes on your dashboard and you should not have to worry about having anything reflashed. No diodes would be necessary either, all you would need is the # C51453 harness and the controller and you would be good.
