Hello, Just ordered a 2015 Highlander with factory tow package. Do you know if it has a plug under the dash to install a controller? Or do I need the ETBC7? Thanks

According to my research, you can indeed install a brake controller on your vehicle, but the 2015 Toyota Highlander isn't equipped with the connector under the dash. You will need to use the # ETBC7 brake controller installation kit.
The kit contains everything needed to install a brake controller except for the controller and a functioning 4-pole trailer connector. If you don't have a functioning 4-pole, you can install one using part # 118449. For a brake controller, the Tekonsha Prodigy P2 you referred to, part # 90885 would be an outstanding choice.
I'll link you to instructions for the ETBC7, as well as some installation videos you'll find helpful. The brake controller install video shows a different controller being installed, but the procedure would be identical on your vehicle.
