The versatile Enforcer lets you carry 1 bike with a 9-mm quick-release skewer or a 15-mm thru-axle fork on your vehicle's roof. The rear-wheel cradle adjusts to accommodate bikes of different lengths, and the universal hardware mounts to most crossbars.

Versatile Fork Mount

This rack will hold a bike with a 9-mm quick-release skewer, a 15-mm thru-axle fork, or even a 20-mm thru-axle fork with an adapter tube (S64715 - sold separately).

Easily mount your bike on the rack. Just remove your front wheel, and place your bike's fork on the included 9-mm skewer. Tighten the nut at the end of the skewer, and close the cam lever to secure the fork. Lock the skewer to secure your bike's fork to the rack.

If your bike has a 15-mm thru-axle fork, remove the set screw on the black end cap located at the front of the rack. Remove the 9-mm skewer that comes with the rack, and insert the 15-mm adapter tube.

You can mount your bike's 20-mm thru-axle fork on the rack with an adapter. Just remove the rack's 9-mm skewer and the set screw on the black end cap located at the front, and insert the 20-mm adapter tube.

Adjustable Wheel Cradles

The rear-wheel cradle slides along the tray to accommodate bikes of different lengths. The ratchet strap secures your wheel to the tray, and it includes a rubber rim adapter to provide the best fit around your tire.

Universal Mounting Hardware

The Enforcer easily installs on your crossbars with universal mounting hardware. Clamp the brackets around your crossbars, and tighten them with the hand knobs. Use the included 100-mm bolts to fit larger diameter crossbars.

Video Transcript for Swagman Enforcer Roof Bike Rack Review

Speaker 1: Today we're going to be taking a look at the Swagman Enforcer Roof Bike Rack, part number S64704. The Swagman Enforcer carries one bike on the roof of your vehicle. It will grip it by either the fork mounts or the included 15 millimeter through axle. Also sold separately, you can use the 20 millimeter through axle fork, part number S64715, or the boost through axle fork adapter, part number S64719.While it's not necessarily unique to all bike racks, this does have a cut out here that will accommodate bikes with disk brakes as well. This does have a sliding rear wheel tray and this is to help accommodate for bikes of different sizes and will move along the length of the bike rack to do so. If you do have an issue where you need to move the wheel tray pass the clamp here, you will have to remove the clamp completely to do so, and you can do that simply by loosening the screws up at the back. This accommodates most wheel sizes ranging from 700 CC road bike wheels up to 26 to 29 inch mountain bike wheels.

This also has a rubber rim adaptor to provide optimum fit over your rear rim.The bike rack itself is made from an anodized black aluminum, which makes it both durable and corrasion resistant. Finally, our nine millimeter inaudible 00:01:12 does come with an included lock to secure your bike to the bike rack once it's installed. To attach this to your roof rack system, it does have a universal clamp on style at the front and the rear, and if you have a wider or thicker diameter bar it does come included with these bolts to accommodate that. The Enforcer will work with most square, round, elliptical, and most factory roof racks as well. And you will need a minimum crossbar spread of at least 24 inches. This carries up to one bike and has a carrying capacity of 45 pounds. This has a maximum wheel width of four inches, has a maximum wheel base of 52 inches. While comparing this to other products, two that come up are going to be the Rola Canyon, part number 59404, and the Rocky Mounts Switch Hitter, part number RKY1270.

Between the three of these the most economical is going to be the Rola. As far as versatility is concerned, that's going to go with the Rocky Mounts. The Rocky Mounts is able to fit not only the nine millimeter skewer style but also three through axle styles from 12 to 15 to the boost 15. And as far as locks being included that's going to go to the Swagman as with the Rocky Mounts you have to the lock core separately and the Rola Canyon does not offer any locks. Now that we've gone over some of the features of the Enforcer, let's go ahead and show you how it installs. We have everything laid out on the table here that's going to come with it, once you receive it.

We have the bike rack itself, then we have the keys for the lock on our nine millimeter skewer, then we have our 15 millimeter through axle adaptor, and a couple spare bolts should you need them for your clamps. For our purposes today we'll be using the nine millimeter skewer mount here. However, if you needed to use the 15 millimeter through axle, there is a bolt on the top here that you'll need to use an allen tool to loosen up the bolts on the top, you can remove this portion and slide the 15 millimeter through axle in that place. We'll start by unscrewing the one end of our skewer, sliding it through like so, and just loosely installing it for now. Start loosening up the clamps, I flip the bike rack upside down, I'm going to remove all the turn knobs on the front one, gives us one giant piece and it's going to be a little bit difficult to try to clamp just one half around the front crossbar here. Next we'll move to our rear. Now with this one we don't have to remove the front one, because we can actually flip this all the way out of the way.Now we're going to sit our bike rack onto our roof rack system we've already installed.

Put the bolts around each side and then with our rear mount here, this actually does move back and forth to accommodate crossbar spreads. So we'll put that in place, set it down, flip it, the bracket here to the other side.Take our front bracket, line it up with our bolts, and take our included turn knobs, that we loosened up earlier. We're only going to install these loose for now and then we're going to make sure the bike rack itself is on straight with our roof rack system and then we'll tighten them down the rest of the way. I want to make sure it's nice and tight. It's not going to move back and forth, once you install your bike.Once these are installed, I usually like to give it a shake test and as long as it doesn't move we're ready to start loading up our bike. We'll first open up our rear strap here by pushing up on this tab to release it, moving that out of the way. Then we'll go up to the front and make sure our skewers open and then we'll grab our bike. The way we know that the skewers open is that it's flat, because if it we're closed it would be folded down. So we have it in the open position and we have it loosened up a little on the other side, take our fork mounts. We'll take our bike with the front tire removed, sit it into our fork mount, and place on our rear tire. Once that's done, while we're still holding onto the bike, we'll tighten up our skewer on the one side until it's secure at the front and then we'll secure our rear tire as well. With our bike secured, now we'll take it on a test course and show you how it looks. First, we'll take it onto our slalom course. This will show you the side to side action, such as making turns or evasive maneuvers. Now we're at the alternating speed bumps, this will show you how it looks driving on uneven pavement or pot holes. Finally, we're at the solid speed bumps, which simulates going into your driveway or parking lots. And there you have it for the Swagman Enforcer Roof Bike Rack, part number S64704.

Ask the Experts about this Swagman Roof Bike Racks
Do you have a question about this Roof Bike Rack?

  • Will a Bike with 15mm Thru-Axle and 135mm Hub Spacing Fit a Thule ThruRide Bike Carrier
  • The Thule ThruRide bike carrier # TH535 fits bikes with 12-mm to 20-mm thru-axles or 9-mm quick-release skewers. So it will work with a 15mm through axle. But it sounds like you have a fat bike because of the 135mm wheel width. The maximum width tire that will fit in the rear cradle is 2-3/4 inches. Anything larger would have to set on top of the cradle. The axle width is not an issue. It can be 2-3/4 inches or longer but no less than 2-3/4 inches. The Swagman Enforcer # S64704 is...

  • Are the Mounting Brackets of the Swagman Enforcer part # S64704 Adjustable
  • I spoke to my contact at Swagman and the mounting brackets of the Swagman Enforcer part # S64704 that secure it to crossbars are both adjustable. Both the front and rear brackets can move forward and back to accommodate various crossbar spreads.

  • What is the Maximum Crossbar Spread that Will Work with the Swagman Enforcer Bike Rack
  • I went out to the warehouse to measure the Swagman Enforcer bike rack # S64704 for you. As it comes the maximum crossbar spread for the rack is 34-1/2 inches. However, it is possible to potentially get another 13 inches by disassembling the fork mount and sliding the front mounting foot forward by loosening the bolts holding it on and retightening/assembling everything. But really it is meant for a max of 34-1/2.

  • Fork Mount Roof Back Rack for Bike With 3-1/2 Inch Tires
  • There is a fork mount bike rack that will work for your 90mm (3-1/2") wheels, but the RockyMounts JetLine Roof Bike Rack # RKY1321 only fits wheels up to 2.7". Instead, I recommend the Swagman Enforcer Roof Bike Rack # S64704, which fits tires up to 4" wide and would work for you. This rack has a fork block which works with bikes that have 9-mm quick-release skewers and 15-mm thru-axle forks and fits round, square, aero, elliptical, and most factory crossbars with a minimum spread of 24".

  • Swagman Roof-Mount Bike Carrier Compatible with Bike with Disc Brakes
  • The Swagman Fork Down Roof Mounted Bike Carrier # S64710 is not compatible with bikes that have disc brakes but we do have fork-mount type carriers that are compatible. Swagman's Enforcer # S64704 will work with disc brakes and 9mm forks or 15mm thru-axles. It includes a lock for the bike and universal mounting hardware. The RockyMounts JetLine # RKY1321 is also disc-compatible and works with 9mm forks but does not include a lock. For a rack with included locks for both your bike...
