Are the Mounting Brackets of the Swagman Enforcer part # S64704 Adjustable

I have a question regarding the Swagman Enforcer roof bike rack. My question pertains to the front mounting bracket that connect the tray to the crossbars. Is the front bracket in a fixed position on the tray or can it be moved backwards? Thanks,

I spoke to my contact at Swagman and the mounting brackets of the Swagman Enforcer part # S64704 that secure it to crossbars are both adjustable.
Both the front and rear brackets can move forward and back to accommodate various crossbar spreads.
