  We were able to measure the distance for you from the top mounting holes to the top of the very top of the Curt RV Bumper Hitch # C19101. As you can see by the accompanying diagram, the distance from the bottom of those mounting holes to the top of the hitch measures 1-1/8 inch so you will have enough clearance for the hitch to be installed without any interference. I spoke with my contact at Curt to see if there were any restrictions or further limitations by using this hitch upside down and he told me that you will have no problem using it that way.
