can this hitch be turned over to make the cargo carrier higher off the ground level.

You can certainly use the Curt Bumper Mount Trailer Hitch, # C19101, upside down. I spoke with my contact at Curt to see if there were any restrictions or further limitations by using this hitch upside down and he told me that you will have no problem using it that way. The capacities of the hitch will stay the same and you can gain more ground clearance for your cargo carrier (which can be a big deal at the back of RVs and trailers).
