Can I flat tow a Smart Car Fortwo behind my RV Motorhome? What equipment is needed to make it safely towable?

You can absolutely flat tow a 2008 Smart ForTwo. I recommend starting with the Roadmaster EZ Base Plate Kit - Removable Arms # 52285-1 and then using the Roadmaster Falcon 2 Tow Bar # RM-520. Then I recommend the Roadmaster safety cables # RM-643. You may want the tow bar cover # RM-055-3 to protect your tow bar when not being used.
For your tow bar wiring I recommend the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 which will allow you to use your vehicle wiring while still protecting the electronics for a nice clean look. It will also give you the coiled connection and a 6-way trailer connector on the front of your vehicle. I also recommend the charge line kit # RM-156-25 to maintain your vehicle battery while towing.
I then recommend the Roadmaster InvisiBrake Supplemental Braking System # RM-8700 along with stoplight switch # RM-751437. This will give you the same braking at your car when you hit the brake pedal as you receive in your motorhome.
Finally, you will need a high-low adapter compatible with your motorhome and vehicle. I've attached an article to help you with the measurements needed and then attached the link to your options to make it easy.
