Are the tow plates still available for this hitch? I am looking for one to fit a 2009 SmartCar. thanks

It sounds like you are looking for a set of base plates to use with a Roadmaster Falcon Tow Bar 5250 on your 2009 Smart ForTwo. If that is the case then you will want to use the Roadmaster EZ Base Plate Kit part # 52285-1 because this is the only base plate kit available for your ForTwo that will work with the Falcon Tow Bar. The EZ Base Plate Kit is a custom fit which means only minor modifications are required and it has removal arms for a clean look while not in tow which you can see in the attached photo.
