The owner's manual I found online for your 2013 Honda CR-V states that the towing capacity is indeed 1,500 pounds. For the tongue weight the manual then states that it should be no more than approximately 10 percent of the trailer's weight. This means the maximum tongue weight for your Honda is approximately 150 pounds.
Since I used an online version of the owner's manual you should verify with your printed copy that it says the same.
Adding a trailer hitch receiver, like the Draw-Tite # 75742, will not increase the capacities of your CR-V even though the hitch is rated higher. You're still limited by the weakest component which in this case is the vehicle.
