Yes, the B&W Tow & Stow # BWTS10040B maintains its full 10k lb and 1k lb tongue weight rating when using the 2-5/16" ball, even when the ball is adjusted to the lowest drop position.
The height adjustment does not reduce the hitch's capacity. Just be sure your vehicle's hitch and towing setup are rated for the same weight and maintain at least 11" of ground clearance under the hitch to keep it from scraping the pavement.

Works well. I use the 2” ball for my 12’ single axle utility trailer. Before with a standard hitch the tongue of the trailer was tilted up. This caused it to bounce over bumps even with a load. The drop adjustment works great to keep the trailer level and allow the suspension to articulate correctly.
