Hey Thomas, thanks for reaching out. After 10 years, some surface rust on a hitch isn't unusual, especially in areas that see road salt, moisture, or gravel. The big question is whether you're dealing with cosmetic surface rust or deeper corrosion that's causing flaking metal, heavy scaling, or loss of material. If it's mostly surface rust, you can clean it up with a wire brush, remove any loose material, and repaint it with a quality rust-inhibiting paint to get more life out of it.
If the rust has progressed to the point where the metal is heavily pitted, flaking, or showing any structural deterioration, I'd replace the hitch. If it's rusted to that degree, it's not safe to use. At that point, the cost of a new hitch is worth the peace of mind, especially when you're carrying bikes, cargo, or towing. Going forward, periodic inspections and touching up any chips or scratches with a rust-resistant paint like Rust-Oleum can go a long way toward preventing the same thing from happening again.
Do you drive in areas with a lot of road salt or gravel?

The rust is structural not just cosmetic or surface rust. More directly, will you replace it under warranty. Steel should not degrade this quickly especially in the mid Atlantic where we receive little snow and therefore not much salts on the roads. Please advise
