It sure does Jerry and welcome back! To get a 7" drop you'll need to purchase a 2" shank and weight distribution system separately. The ones that come with the systems aren't going to be that long for drop.
For a weight distribution shank, I recommend the Curt item # C25NR. This shank fits a 2" receiver, has up to a 15,000 lbs towing capacity, and is compatible with most weight distribution systems with the exception of Weigh Safe and the B&W Continuum. The adjustment holes are the universal 3/4" in diameter and spaced 1-1/4" apart center-to-center.
For a weight distribution system, I highly recommend the Equal-i-zer Weight Distribution w/ 4-Point Sway Control item # EQ37061ET for a 200 lbs - 600 lbs tongue weight with a 2" hitch ball or item # EQ37101ET for a 600 lbs - 1,000 lbs tongue weight with a 2-5/16" hitch ball.
The Equal-i-zer systems come with built in sway control that will keep your trailer in line with your Navigator when you're going down the highway and make a sudden lane change or get passed by a semi. It's really helpful when you get sideswiped by a gust of wind too.
Please note you will need room on your trailer's coupler between 27" - 32" back from where the hitch ball mounts. This is for the sway control brackets.
I got quite a wide weight range when I looked up the capacity of a 2014 Carson enclosed trailer. What's your trailer's total weight when you have it loaded up?
