Which Hole of the CE Smith Tie-Down Bracket # CE26214G Mounts to the Trailer

Question:
Which of the two hole is the mounting hole that fastens the bracket to the trailer? Also: In one part of the description I saw it said there was a 30 degree mounting angle and in another it said 45 degree mounting angle. Which one is correct?

The smaller hole of the CE Smith Tie-Down Bracket # CE26214G is the mounting hole that secures the bracket to the trailer. The smaller hole is 9/16 of an inch and the larger hole is 7/8 of an inch.
The bracket has a 30 degree angle to it. I apologize for the confusion.
