The Bulldog Winch Booster Cable Set - Clamp to Clamp - 2 Gauge - 20' Long # BDW20233 uses double-extruded, copper-clad aluminum wire, so I guess the answer to your questions is, yes. The clamps are 100% brass though.

With that said, if you are looking for 100% copper jumper cable wire, you are going to want the Deka 2 Gauge Professional Service Booster Cables - 24' Long # DW00161 (I found some conflicting information out there on the web about that, but I just called Deka and they confirmed the wire's construction). The clamps on these are chrome plated steel and they are also American made, which is nice.
