Hey Scott, the DeeMax hub/rotor kits like what you referenced for a 3,500 lb axle do not fit with a 13 inch wheel but the Kodiak disc brake kits for 3,500 lb axles like the part # KOD59FR do fit with 13 inch wheels so that would be what I would recommend.

Looking at the Kodiak catalog, the referenced part number indicates those brakes only fit wheels size 14” and up. Can you please confirm fitment of the brakes that were recommended in the initial response? Thanks!
