I see there are dexter outer units available for use with a-60 inners. with the plates attached. So how does the other piece attach to the tubing? Is that welded also?

What part is this in reference to, Doug? I know the A-60 is a brake actuator, but are you asking about the outer cover # T4324600, or something else?
If it's the # DX53CR swing-away hinge, then yes, it will need to be welded on both sides.
