I have a jeep wrangler rubicon 392 with a 5.5 inch lift on 40 tires and an aftermarket steel bumper with provisions for tow hooks. Can i use a tow bar to attach to those provisions on the bumper and the upward angle will be ok? also is there a system to activate the jeep brakes when the RV brakes?

Yes, you can Stephen. You can use the Adapter for Jeep D-Ring Bumper Mounts item # RM-035-1 for 1" thick D-rings or item # RM-035 for 3/4" thick D-rings. You will want to make sure your aftermarket bumper is rated for flat towing.
To address the height difference you'll need to use a high-low adapter. The tow bar needs to be within 3" of level so one of these will compensate for the height difference. I have linked a FAQ article that explains all this in more detail along with our selection of adapters because you'll need to take a couple of measurements.
To control your Jeep's brakes, I recommend the SMI Stay-IN-Play DUO Supplemental Braking System item # SM99251 or item # SM99243 if your motorhome has air brakes. You will also need the Roadmaster Stop Light Switch Kit item # RM-751490 to ensure that your supplemental braking system is properly positioned and working effectively. This kit activates your RV's monitoring system to alert you when the brakes of your towed car are being applied.

Tow Bar and Safety Chains - Roadmaster Falcon 2 Tow Bar item # RM-520 and item # RM-643
Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267. This diode kit allows you to use your Jeep's tail lights and wiring system while preventing feedback from your RV. This kit will come with a 6-way socket for your Jeep as well as an adapter cable to go from the vehicle to the motorhome.
Please note that if your Jeep has ParkSense Proximity Sensors then you will need the Roadmaster Wiring Kit with Smart Diodes for Variable Voltage LED Tail Lights # RM47ZR and the Roadmaster 7-Wire to 6-Wire Flexo-Coil Kit # RM-146-7 instead.
