Can this jack be mounted so the handle is on the side of the trailer, not in front or over the traler?

Hey Captain Russ, yes you can mount the jack so that the handle isn't facing the front of the trailer if wanted. The mounting bolt pattern of the jack is a perfect triangle basically so you could rotate it in three different positions.
