Hello Mike, thanks for reaching out. Yes, the # RHS2 Hitch Stair can indeed be used with a 3" to 2" reducer like the Curt # C45408. As long as your hitch reducer is not an extension, they will work together fine. Hitch extensions will lower your tongue weight capacity. The # C45408 is a reducer sleeve that inserts fully inside the hitch, so no tongue weight capacity reduction. Those sleeve adapters can create a bit more play at the hitch, but that is the only thing you would need to keep your eye on.
