Question:
Hi, I have Nissan JUKE 2011. I have installed a Class I trailer hitch. My question is, can I buy and install the Thule Enclosed Cargo Carrier for 1-1/4? Even though id, class II or better not? If not which Cargo carrier would you advise?

The ThuleEnclosed Cargo Carrier you reference, part # TH665C, is meant to be used with a Class II hitch, which typically has a 3500 lb towing and 300 lb tongue weight capacity. Your Nissan Juke uses a Class I hitch, that you referenced which has a 2,000 lbs towing and 200 lbs tongue weight capacity.
The hitch and the frame members where it attaches to the vehicle lack the strength to safely use that carrier.
I recommend using a Class I compatible carrier like the Curt 20x48 Cargo Carrier # C18110, which has an angled shank that raises the platform 3-3/4 inches which provides great ground clearance. We have a cargo bag, part # e98990 that would fit the carrier perfectly. This water resistant bag is very highly rated by our customers.
I have linked you to the install details, as well as a product demonstration video featuring the cargo bag I recommended.
