Hello John,
No, the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # C13048 does not come with the wiring, but it is a great fit for your 1998 Jeep Grand Cherokee. For the wiring you are going to want the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118349, and don't forget a # 18144 for a clean looking install. Now the # 118349 is going to get you equipped with a 4-flat to get the lights working on the trailer, if you are looking to tow something with brakes you will also need to install the # etbc7. The # etbc7 requires a little more work as you will need to run a power line from your battery to the rear of the vehicle, and install some amps along the way. I do not have an install video on a 1998, but I have included one on a 2018 so you can see what you will be getting into. If you don't already have a ball mount then check out # 989891, this kit will come with the ball mount, a 2" ball, a 2 5/16" ball, a nice bag to keep it all in, and even a pin and clip.
If you are pulling something with brakes and would like some recommendations on some brake controllers, please let me know. I am here to help.
