I would like to know the length of this strap. Will it go around a 4inch Ebike tire?

Hey Charles, the replacement straps for the Yakima OnRamp part # Y38CR that you referenced can only fit tires up to 3-1/4 inches in width so instead you'd want the Yakima FatStraps part # Y23FR which fits tires that are up to 4.5 inch in width. These are overall 18-3/4 inches.
