Do some races not go all the way down to the lip. Mine sounds bottomed out with a tad left to reach the lip

When replacing the bearings and races you want the bearings to sit flush inside the race. Be sure the race is completely clean and there isn't any debris keeping it from sitting flush, and that you have the correct race for the correct bearing. Same thing when you insert the bearing and race into the hub - it needs to sit flush.
Sometimes using a set tool like the part # PTW83020 can help to ensure everything gets seated properly.
