I am working on a tx Bragg goose neck and what is the proper voltage I should get at each of the 4 electronic brakes?

It depends on what the brake controller output is set to. If you have the brake controller set to the maximum then there should be about 12 volts at the brake magnets. To see if the brake magnets are drawing the correct power set the brake controller to maximum and have someone apply the manual override on the controller while you test the magnets with a meter such as # PT89ZR.
For 10 and 12 inch brakes:
2 brake assemblies should have 7.5 to 8.2 amps at 12-13 volts
4 assemblies should be at 15 to 16.3 amps
6 assemblies should be at 22.6 to 24.5 amps
If you test one brake magnet at a time off of the trailer then a 10 or 12 inch brake magnet should be at 3.2 to 4 amps at 12-13 volts.
And for resistance a 10 or 12 inch brake magnet should read 3 to 3.8 Ohms. I have included a link to a help article on testing brake magnets.
