Hello Jim, I just checked with my contact at Thule. The Replacement Non-Locking Ratchet Arm Assembly # 753357902 will fit your older Thule 515-5190 bike rack.

Hey Jeff! You can use the Replacement Locking Ratchet Arm Assembly item #753-3579, you were looking at, to replace the arm on your 515-5190. It does have the length to handle 29" wheels.

So I checked with Thule and for the version of the T2 that would have been bought prior to 2012 the correct wheel tray is the part #853-5958 that you referenced.

I checked with Thule and if the cable locks were cut on the arm of your Thule T2 #TH916XTR the only way to replace it is with a replacement locking ratchet arm assembly part #752-1272-001.
