Hey Scott, so we don't have written instructions for the Replacement Tilt Release part # TH67CE but you will need to remove the panel that fits right between your current handle and the rest of the rack so that you can access the three fasteners that will be visible under that which you will remove to remove the handle. Reversing the steps will allow you to install the new one.

Hi The handle came loose so I can't tilt the rack to the different positions ,do you know how to attach the release handle to the mechanism that releases the bar so I can fold the rack up and down?

@ScottG On the handle on the end that attaches to the bike rack there is a tab you can see that has threads. That is connected to the handle and is what pull the release lever of the rack to allow it to tilt. This came loose on your rack so you would need to reattach it to the rest of the rack.
