Hey Floyd, great question!

According to my research I do believe all of the 2019 Toyota Highlanders equipped with a V6 also have the tow package so the Curt T-Connector # 56042 would be the wiring harness you need.

Toyota doesn't make it easy online to figure out what models do come with the tow package though so I recommend confirming this on your end as well. You can either remove the trim in the back of your Highlander to see if the large white plug has the OEM connector or not (see attached), OR you can reach out to your local Toyota dealer with your VIN to have them confirm this for you.
