The only custom hitch we can confirm will fit your 1999 Ford Super Duty with the Ranch Hand Legend rear bumper is the Curt # C14355. This is a Class IV hitch instead of V with a 10,000 lb max gross trailer weight. It looks like even if you have the F-350 the max towing capacity for the vehicle is 10,200 lbs so this hitch should be adequate.
If you're still set on a Class V we have the # C15810 but I can't confirm this is compatible since it hasn't been tested. The hitch mounts in the same position but has a different design so it is possible part of it will interfere with the bumper. A universal hitch like the # 41990-16 will work no matter what since it is a weld-on installation. This comes with 16" brackets but is also available with 7" mounting brackets # 41990-07.
