No, all of the BOLT locks like the BOLT Trailer Hitch Receiver Lock for 2" and 2-1/2" Hitches # BLT99FR you're looking at are coded to the vehicles key - there are no options that just use a regular key.
You could just use a standard cable hitch lock like # S64030 which won't use the vehicle key.
