Due to the size of the brake drum that comes with the trailer axle part # e43SR the smallest wheel size that can fit with it is 13 inch.

While we do have a hub that fits the same spindle and is 12 inch wheel compatible the #8-258-5UC1-EZ will not fit a 12 inch wheel as it's mounting flange is too big. Instead you'd want the part #AKIHUB-545-2-1K which will work great for you.
