Can I put a 12 inch wheel on this hub? It has a 4.5 inch lug pattern.

While we do have a hub that fits the same spindle and is 12 inch wheel compatible the # 8-258-5UC1-EZ will not fit a 12 inch wheel as it's mounting flange is too big.
Instead you'd want the part # AKIHUB-545-2-1K which will work great for you.
