Are those 4 parts used to cover up the ends of the bars or are the bars already closed off?

The bars in the Westin PRO TRAXX Oval Nerf Bar Kit # W93KD for your 2024 Chevy Silverado 3500 Regular Cab are closed off. The 4 parts you're referring to in the parts photo are actually covers for the mounting brackets. The parts aren't necessary but are included for a cleaner look once the installation is complete (see attached photo).
