Yes, it is. To add a Blue Ox base plate to your 2002 Jeep Wrangler TJ you will want item # BX1120. This base plate kit works with both the double tube bumper or standard factory bumper. It is compatible with Blue Ox tow bars like the item # BX4330 you were looking at.
There are also two D-ring adapters that will work with Blue Ox tow bars incase you are trying to flat tow with an aftermarket bumper. They are the 7/8" Off-Road Bumper Adapter item # BX88357 and the 1" Aftermarket Bumper Adapter item # BX88358.
