Would it be possible to use this in conjunction with a lightweight bike carrier above with a dual 2inch heavy-duty receiver?

Yes, you can if you use something like the Replacement Shank for Gen-Y Adjustable Ball Mount item # 325-GH-304. This ball mount will not reduce your hitches capacity like adapters do. If you already have one and would like me to verify it will work feel free to email me back with some information about yours.

You will most likely not be able to open the Thule Arcos Enclosed Cargo Carrier item # TH25YE while you have a bike rack installed above it is the only conflict I can see you encountering.
