Can I use a step bit to enlarge the holes so the hardware will fit through? I dont see a problem, but I wanted to make sure.

Yes you absolutely can use a step bit to enlarge the holes. There is definitely more than one way to do it. We always say to use a drill, file or rotary tool. A drill bit being the preferred method of our installers. I see that you were searching for parts for a 2018 Jeep Compass. If So I recommend our etrailer class 3 hitch # e48AR. Installation of this hitch likely will require access holes to be enlarged.
