Your thoughts on this set up, pop-up camper with 12 wheels. want to replace tires on axle with radials but trying to limit cost, spare tire is not ready to be replaced. In an emergence situation can I use bias spare?

Yes, in the event you need to use the spare you can mix the construction types (bias and radial). But you will want to get them matched up again sooner rather than later or the trailer will not track properly and you will end up with uneven wear. But yes, as a spare this is perfectly acceptable.
