Do you have to remove the flush side rails on a Lexus GX 460 2019 to mount the Yakima Landing pad #30 or will the pad mount to factory flush side rails?

Thanks for the picture! The Landing Pad 30 for Yakima SkyLine And Control Towers item # Y25ZR attach directly to the factory flush rails. You won't have to remove you rails.
You will also need the following parts to finish out your roof rack:
